What this is, plainly
It is not official tactical, police, security or law enforcement equipment. It is not certified body armour, it has no armour plates or plate pockets, it carries no insignia, and it is not affiliated with or endorsed by any agency or organisation.
It is a leather vest cut in a utility style with multiple pockets. Worn as clothing it is exactly that and nothing more.

What the pockets actually give you
Storage, and more of it than any other vest style. Most leather vests have two pockets or none; a utility-cut vest has several, which makes it genuinely practical when worn as an outer layer in mild weather.
Pockets on leather are also worth building properly. Each one is a cut opening in a panel, so the load is carried by the stitching and the reinforcement rather than the hide — which is why the corners need bar-tacking and the pocket bags need anchoring.
